Do Foreigners Need a Work Permit?
As a rule, a foreign national who wishes to work in Turkey — whether as an employee or independently — must hold a work permit issued by the Ministry of Labour and Social Security. Working without a permit can lead to administrative fines and removal, so the permit should be in place before employment begins.
Who Applies and How
For an employed foreigner, the employer in Turkey normally files the application. A foreign national abroad can start the process through a Turkish consulate; those already in Turkey with a valid residence permit (held for the required period) may apply domestically. The work permit, once granted, also functions as a residence permit.
